JCPS School Re-Opening Plan for the 2021-2022 School Year

I. Pupil Transportation:
Students who ride the bus will have the option of having their temperature checked (non-contact thermometer). As required by the Center for Disease Control (CDC) Public Health Order, all students/persons, two (2) years of age or older, are required to wear a mask while on a school bus. A bus driver does not need to wear a mask if they are the only person on the bus. Hand sanitizer will be available and students may utilize it upon entry to the bus. Students will have assigned seats on the buses and buses will be loaded from the back to the front; buses will be unloaded from front to back. All drivers and bus monitors may have temperature checks and may complete an employee health screening. Bus drivers will increase circulation of outdoor air as much, as feasible, by allowing additional ventilation through hatches and bus windows. Any employee who has a temperature above 100.4 degrees should immediately report this to their supervisor. Any student who has a temperature above 100.4 degrees will be asked to stay home, if parent/guardian are present. If they are not present, the student shall board the bus and be isolated on the front seat. Upon arrival at school, the student will be sent to the school nurse and their parent/guardian will be contacted; they may be put in the isolation room.
All temperatures greater than 100.4 degrees shall be recorded. All buses shall be disinfected and sanitized between routes. A manifest of all the students on the bus must be kept current for contact tracing purposes. A great effort will made to minimize bus transitions for students and ensure that students are transported to and from school on one individual bus. For contact tracing purposes, bus notes must be kept at a minimum and will only be approved for emergency and extenuating circumstances. Bus arrival will be staggered at each school to avoid bottle-necks and bus departure in the afternoon will be staggered, as well. We would encourage parents/guardians to continue to screen students before allowing them to leave for school or to get on the school bus, for COVID symptoms. Students with a temperature of 100.4 or greater should remain at home and parents/guardians should contact their school regarding the symptoms.
Instruction will be accomplished through a Traditional In-Person Model in grades Preschool through grade 12. Parents/guardians of students in grades 6 through 12 have the option of letting their children attend school remotely through a Virtual Learning Platform. There are criteria and a contract for participation in the Virtual Learning Program.
The District Technology Coordinator has facilitated professional development on Remote and Blended Learning. Teachers will be provided training on the tools necessary to teach with technology in the classroom and virtually.
Teachers in grades 6 through 8 with students participating remotely through the Virtual Learning Program will be required to live-stream and record some of their lessons throughout the school day by using Google Meet, depending upon their schedules. The recordings of the lessons should be posted during the same instructional day that they are made. Virtual students are expected to attend the Google Meet in real-time, so they can actively participate in their class. However, in the event that a student misses class, recordings will be made available on Google Classroom. Teachers will be providing all students the opportunity to complete activities using Google Classroom and other digital tools during the first few days of school. This will ensure that all students are prepared to learn remotely by using a Virtual Learning Platform. Teachers will need to maintain a class roster and seating chart in the event contact tracing needs to be done. Students in grades 9 through 12 may participate in the Google Meet Virtual Learning Platform or utilize an independent digital program, as determined by the High School administration.
All virtual learning students will be receiving a district-owned Chromebook in order to participate in the Virtual Learning Platform. All of the other students in Grades K through 12 will be receiving a Chromebook to use in class and at-home for instructional activities. Preschool students will receive an iPad to use in class and for at-home instructional activities. All students will have devices to use at school for online activities. All devices will be content filtered at all times.
Substitute staff will be handled in the same manner as it has in the past. Teachers will be asked to prepare sub plans if they know in advance they will be absent. Teachers will also be asked to prepare Emergency Sub Lessons that can be assigned as needed when unexpected absences occur.
A great faith effort will be made at each school to achieve social distancing of three (3) feet for students who receive traditional, in-person instruction, as recommended. Physical distancing of at least six (6) feet is recommended between students and teachers/staff, and between unvaccinated teachers/staff.
Jackson County Public Schools will be requiring face coverings for students and staff based upon a metric. A determination to wear a face covering by students and staff will be based on the COVID-19 Mode of Instruction Metrics for K-12 Education. Based on the Incident Rate Map, a determination will be made each Thursday for the status of the upcoming week. Jackson County Public Schools will require everyone ages 2 and older, regardless of vaccination status, to wear a face covering while inside a school building when our community transmission rate is in the RED or ORANGE zone. If our community transmission rate is in the YELLOW or GREEN zone, regardless of vaccination status, Jackson County Public Schools would recommend that face coverings be worn by students and staff, but are not required. Notification will be provided each Thursday concerning the status for the upcoming week.
Before entering the building, all employees may request to have a temperature check and health assessment. All students may request a temperature check be done prior to entering the building; if their temperature exceeds 100.4 degrees, they must go home with their parents/guardians. All students who participate remotely through the Virtual Learning Platform must abide by the Virtual Learning Program criteria/contract. Students and parents will have a dedicated phone number that they can call the Jackson County Public School’s Technology Department for technical support.
All students will continue to receive IEP and 504 accommodations as required and needed. Service plan options will be provided for Gifted and Talented students.
III. Food Service:
Upon arrival at school, students will have breakfast in the school cafeteria. In special situations, a “Grab and Go” breakfast may be eaten in their classroom. Food service will utilize regular trays and eating utensils; in special situations, disposable trays and disposable eating utensils may be utilized at breakfast and lunch. Lunch will be served in the cafeteria, as well as other large areas, that are deemed appropriate by the Director of Food Service and Principals of each school. A seating chart will be required in the cafeteria. A great faith effort will be made at each school to achieve social distancing of three (3) feet for students in the cafeteria, as recommended. Between each lunch wave, tables/chairs, etc. will be cleaned, disinfected, and sanitized between lunch groups. The high contact areas, such as the tray line in the kitchen, will be sanitized, as well. Based upon the aforementioned Metric determination, Food Service Staff will be required to wear a face covering. Food Service Staff will make a great faith effort to observe proper social distancing, as recommended.
IV. School Buildings/Facilities:
District will purchase and maintain cleaning and sanitation supplies including personal protective equipment. There will be a custodial schedule and check-list to re-sanitize high use areas during the day. There will be hand sanitizer stations in each building. Hygiene products such as soap, paper towels, etc., will be replenished, as needed. Water fountains will be sanitized on a routine basis. In addition, contactless water bottle filling stations will be available at each school. Posters and signage will be posted in the building concerning proper hygiene, proper hand washing, etc. KAIVAC machines will be utilized to clean and sanitize bathrooms, locker rooms, etc. Jackson County Public Schools will continue to provide an isolation area for students and/or staff who are symptomatic for COVID. Individuals will be required to wear a mask while awaiting parent/guardian pickup.
V. General Procedures:
Only essential visitors and volunteers should be allowed in the buildings. There should only be one entrance to the building that is utilized for entry. Based upon the Metric determination, all students and all adults are required to wear masks in all classroom and other indoor school settings, regardless of vaccination status. There will be a protocol for any employee or student who has a temperature greater than 100.4 degrees. They must not have a fever (without taking fever reducing medication) or not have any other symptoms for at least 24 hours before they can return to school/work. If at work or school, they will be isolated until such time as they leave the building. For anyone who has a positive COVID-19 test, or exposure; notification will be given to the local health department who will do contact tracing with our assistance. Jackson County Public Schools will be implementing a “Test to Stay” program, which will allow both students and staff, who are identified as a close contact during COVID-19 tracing, to stay in school, not be required to quarantine, and participate in school activities. In the event of a positive COVID-19 test for a student or employee, we will follow the CDC guidelines before re-entry.
We will follow the Kentucky Department of Health and CDC guidelines as it pertains to the following:
- Isolation - Ensure sick students, teachers, or staff stay home if they are having and/or symptoms of COVID-19. Ensure that persons who test positive for COVID-19 self-isolate. Direct sick persons to a health care provider to be tested and instruct them to isolate at home until they receive their test result.
- Quarantine and Contact Tracing – Schools will work with the local health department to facilitate case investigation and contact tracing.
Students will be assigned a recess schedule which limits how many individual classes are on the playground at one time, to minimize how many students are mixing. Students must practice good hand hygiene by washing their hands before going out to play and immediately upon returning inside the school building. Bathroom breaks should be scheduled to have a controlled number of students in the restroom at one time. Field trips and assembly programs will be kept to a minimum.
VI. Additional Programming Opportunities for Students:
Jackson County Public School’s Learning Center will be in operation to provide students in grades 7 through 12 a second opportunity for success by providing the needed interventions to the students, if they have issues due to academics and/or discipline. Counseling services will also be available at the JCPS Learning Center. Also, a research-based Summer Success Academy (SSA) to address learning loss through accelerated learning will be offered, at each of our schools. It will also have a Gifted/Talented component that will be offered, as well.
Jackson County Public Schools partners with the Kentucky Department of Education to implement the KY Read to Achieve Program (RTA). KY RTA program is designed to identify and provide intensive reading and intervention programs to struggling readers within primary grades (K-3). Each of the three elementary schools offer Early Intervention Reading which focuses on providing short-term, intensive instruction in essential skills necessary for reading proficiency.
JCPS partners with KDE to implement the Mathematics Achievement Fund Program at one elementary school. This program focuses on teacher training and implementation of intervention services that address the needs of students in the primary program who are struggling with meeting grade level or benchmark expectations for mathematics.? The intervention services focus on providing effective instructional practices in mathematics.
JCPS collaborates with Save the Children (STC) to implement early learning programs, school age programs (K-5), and community engagement opportunities in all three elementary schools. Save the Children’s Early Steps to School Success program assists young children with language, social and emotional development; equips parents with the skills and knowledge to successfully support their child’s growth; and develops strong home-school connections. The STC Literacy program focuses on increasing students' reading achievement by supplying the tools they need to develop reading skills and the guidance and support they need to grow as readers.
JCPS partners with Berea College Partners for Education to implement Gear-Up Opportunity (GUO). This year the cadre will be in grades 9 and 10. Gear-Up Opportunity strives to increase students' academic performance and post-secondary preparation; increase the rate of high school graduation and participation in post- secondary education; increase student educational aspirations and student/family knowledge of postsecondary education options, preparation, and financing; increase access to STEM coursework including computer science and hands-on learning opportunities; and foster knowledge and promote the development of skills that prepare students to be informed, thoughtful, and productive individuals and citizens. Gear-Up Opportunity provides two Academic Interventionists and two Career Navigators to work with the cadre students.
Additionally, Jackson County Public Schools has a school nurse in each school building. Each elementary school has a FRYSC and our middle school and high school, both have a Youth Service Center (YSC). There is also a CCEIS Interventionist that is shared between all three elementary schools to do interventions and remediation within the areas of math and reading. In addition to our school counselors, our District has partnership agreement with Cumberland River Behavioral Health to provide a therapist/counselor for school-based treatment services at each school within our District. The District has also adopted/purchased a new evidence-based math program/curriculum series and a new evidence-based reading program/curriculum reading series which will be implemented in the 2021-2022 school year. The reading and math programs also contain digital courseware. Other digital learning/intervention programs that the district utilizes to benefit our students are: APEX, ALEKS, Study Island, IXL, I-Ready, etc.
The District will participate in the NTID (Non-Traditional Day Instructional Program) for up to ten (10) days for inclement weather and emergencies. This will minimize learning loss during the winter season for our students and also allow the District to reduce the number of snow days which would have to be added to the end of school calendar. On the NTI Days students will be participating remotely through a Virtual Learning Platform and may use District devices (Chromebooks and iPads) for instruction that will be in real-time. The District has one-to-one student to device ratio with a Chromebook for each student in grades K through 12 and iPads for Preschool students. The District will be very proactive and anticipate inclement weather days so that students, parents/guardians, teachers/staff will have adequate time to prepare. Communication will be done through the same avenues as done in the past.
